A federal jury found Bay City Academy founder Steven J. Ingersoll guilty of three of the six criminal counts he faced stemming from his rapacious tear through the finances of both the Bay City Academy and Grand Traverse Academy charter schools. 

The jury found Ingersoll guilty of two counts of attempting to evade or defeat tax and one count of conspiracy to defraud the United States. The jury exonerated him of three counts of fraud by wire, radio, or television. 

Each of the three counts carries a maximum sentence of 5 years and a fine of up to $250,000. If Ingersoll had been convicted of the wire fraud counts, he could have faced up to 30 years in federal prison.

The jury also found co-defendant Roy C. Bradley Sr. guilty of the sole count he faced—conspiracy to defraud the United States. Bradley faces up to 5 years in federal prison, and a fine of up to $250,000. In a separate case, a federal jury in December 2014 found Roy Bradley guilty of four counts of illegally distributing and handling asbestos, in violation of the Clean Air Act. Steven Ingersoll had hired Bradley's business, Lasting Impressions, to do renovations at the Bay City Academy's 400 N. Madison Avenue campus.

The jury found that Bradley "fail(ed) to remove asbestos before beginning to demolish and renovate the building, fail(ed) to adequately wet and keep wet asbestos until proper disposal, fail(ed) to ensure that a person trained in the proper procedures for handling asbestos was on-site when asbestos was disturbed, and fail(ed) to ensure that asbestos-containing waste was disposed of properly," according to U.S. Attorney Barbara L. McQuade.

Ludington is scheduled to sentence Bradley on those convictions at 2:30 p.m. on Thursday, March 12.


The jury found Gayle R. Ingersoll—Steven Ingersoll's brother—not guilty of conspiracy to defraud the United States and fraud by wire, radio, or television. They found Bradley's wife, Tammy S. Bradley, not guilty of fraud by wire, radio, or television.

The judge is to sentence Bradley and Ingersoll at 2 p.m. on Tuesday, June 16. 

Both Bradley and Ingersoll remain free on bond.

It looks like Mark Noss was finally right about something!

    2. Deborah, the March 10 2:58pm comment was submitted anonymously, and was not surreptitiously posted by Miss Fortune. While the Bay City Times' coverage did include verdict reactions, Miss Fortune was not in the courtroom.

    3. Why would Mrs. Ingersoll want anyone to feel bad that her criminal husband is going to prison where he belongs. If Judge Ludington orders full restitution and fines; you may finally comprehend the scum your husband is. The fraud he knowing committed when he stole from the education of children. The fraud he continues with dumping properties for pennies on the dollar. FEEL YOUR PAIN? You are the one who participates in illegal activity. Why should anyone feel sorry for you. I am glad this is being reported. I am glad Ingersoll and company is being stopped.

    4. Why would Deborah Ingersoll think anyone feels bad about the criminal she is married to going to prison? She profited from his criminal acts. He continues to conspire to defraud the government with his attorney with his "liens" and with the disposal of property. She should feel bad that these continued bad acts may get her a cell to join him. 15 years and full restitution to the feds the state ans the children the two of you stole from. The financial liability might make them sad. S Ingersoll going to prison - could not happen to a better crook. He endangered the lives of every person working on the building. Does Deborah fix those damages? No. She whines about poor me. We got caught.

    It is understandable that you are in pain as a result of being charged with a crime and tried through a federal court system. It is also understandable for you to feel for your husband especially in light of his convictions.

    Where have you been for the past few years? You lived high on the hog with money intended for the students of Grand Traverse Academy. You and your husband tarnished the name of a school that provided excellent education. The staff, teachers and students at GTA have suffered greatly. You and your husband caused us all much pain. It appears that you and Dr. Ingersoll have no remorse for your actions. I am not in the least bit sorry that you are feeling some pain from the consequences of your actions.

    1. Very true. She enjoyed the profits and complains when her Hernando is the one who stole from the education of kids. The Ingersolls are both criminals when the still hold on to stolen money. Sell whatever you have to sell to make restitution. Until then Mrs. Ingersoll you are a their living off money stolen from kids. You should be so ashamed of your choices.

  4. May 10, 2015 is a victory for public education. This is one battle of hopefully many to put an end to for-profit charter school blight in Michigan.

    When I think about all the good that $3.5 million could have done for actual public schools desperately needing money to keep the lights on and this man - his entire family, business associates and friends - used schools as a way to steal from the taxpayers. Shame on them.

    It's very telling from reading comments that the only remorse the Ingersolls feel right now for what they've done is for getting caught.

    1. The Ingersoll remorse is non-existent for anyone besides the end of the money train. If Lake Superior State does their job as chartering authority all board members are gone. All Ingersoll connections and profits from charter schools should be terminated immediately.
